Sra Ministra:

Respetuosamente me dirijo a Ud. encargada de "Orientar, dirigir,
coordinar, planificar, controlar y evaluar el cumplimiento de las
funciones a cargo del Sector, en materia de transporte, tránsito e
infraestrucura de todos los modos". para sugerirle que dicte el decreto
reglamentario de la ley # 53 de 1984 por la cual se ordena la
construcción del Canal interoceánico  Atrato-Truando.

Deseo informarle que Daniel Ortega firmó en Julio  la ley 800 de 2012
para construir el Canal de Nicaragua.

En Septiembre de 2012 firmaron con un magnate Chino el contrato para
la construcción del canal.

El Gobierno de Colombia no ha hecho  nada para cumplir la
ley.  Todos los estudios fueron realizados en 1970 por el Cuerpo de
Ingenieros de los Estados Unidos.  Colombia contrató una firma de
Ingenieros que trabajaron con el Laboratorio Lawrence Livermore y
recomendaron explosiones nucleares para abrir la Serranía del Baudó.
Los documentos no fueron encontrados en el archivo de Obras Públicas
de Fontibón.

El uso de bombas atómicas  fue obviamente rechazado, pero ahora hay
otros métodos de cortar los 24 km de Serranía.

Tengo mapas a escala de 1:500.000 del Canal, otros de 1:250.000 pero
para hacer el trazado definitivo se necesitan a 1:50.000.  También se
requieren estudios de suelos de la Serranía del Baudó que no fueron
hechos.

El gobierno de la India con experiencia en la construcción de mas de
4500 canales podría dar asesoría técnica. La Compañia WAPCOS de Nueva
Delhi  es la consultora del Gobierno Hindú para los canales.

Es urgente proceder para cumplir con la ley que está pendiente.
